Sarah Bobbe, CPL
Sarah is the Land Manager at Signal Hill Petroleum, Inc. She grew up in the Rocky Mountains where her family had a seismic drilling company. Over the years, her passion for the oil industry has developed from working on a diverse range of land rights projects. Bringing her experience to California, Sarah has now become an expert on the unique challenges of urban land management in the Los Angeles Basin.
In addition to her position with Signal Hill Petroleum, Inc., Sarah is the President of Nomadic Land Services, which offers comprehensive land services to energy companies nationwide. She has a degree in Business Administration from Pacific Union College and is an active member of the American Association of Professional Landmen. She lives in Long Beach with her husband Danny and their two children, Maxwell and Josephine.
Flores Strategies LLC
Mike is President of Flores Strategies LLC, a public affairs company with a focus on oil & gas and renewable energy. He specializes in legislative and regulatory issues in the energy sector along with community engagement, communication and education as it pertains to energy.
He is an immediate past member of the Board of Directors of the American Association of Professional Landmen (AAPL), Region VIII, and while on the board, he served as chair of both the Legislative & Regulatory Affairs and the Public Lands Committees. He currently sits on the AAPL Industry PR and the Public Lands Committees. Additionally he is a member of the Los Angeles Association of Professional Landmen (LAAPL), and the Bakersfield Association of Professional Landmen (BAPL), where he is the Legislative Affairs Chair for both organizations. Mike writes a quarterly article called the California Field Report, for an AAPL publication, and also writes the monthly oil & gas legislative update for the LAAPL and BAPL newsletters.
He has been a presenter on legislative & regulatory issues at the annual West Coast Landman Institute and for the LA Basin of the Society of Petroleum Engineers. Additionally, he has testified in front of the California State Assembly, and at DOGGR public hearings, supporting the oil & gas industry.
Mike is a graduate of UCLA (where he played football and was the starting QB), and is a past Vice President of the UCLA Alumni Association. He also is a past President/Board Chairman of the East Los Angeles Boys & Girls Club.
John R. Billeaud

Mr. Billeaud was born and raised in Lafayette, LA and began his career in the oil and gas industry in 2010 as a field landman and has worked in California, Louisiana, Colorado and Illinois. Mr. Billeaud has been working as a landman in California since the summer of 2013. He is an active member of the American Association of Professional Landmen, Los Angeles Association of Professional Landmen and Bakersfield Association of Professional Landmen and enjoys spending his time playing golf, hunting and fishing. Mr. Billeaud earned degrees in Finance and Professional Land & Resource Management from the University of Louisiana at Lafayette.

Brandi is a Land Negotiator at California Resources Corporation. She grew up in Texas and went to college at Texas Tech University where she pursued a degree in Energy Commerce. She did an internship with Occidental Petroleum during the summer of 2014 and started her career after graduation with CRC in 2015. In addition to being an active member of the Los Angeles Association of Professional Landmen, she is also a member of the American Association of Professional Landmen.
L. Rae Connet, Esq.

L. “Rae” Connet is an active member of AAPL and a practicing attorney and the co-founder of PetroLand Services, a land consulting firm serving oil and gas producers, utility companies, mineral owners, governmental agencies and real estate developers across multiple states. Combining her strong legal background and training with the practical skills of a working land professional, Rae brings 23 years of experience and expertise to serve the company’s clientele. Rae has managed multiple lease prospects ranging from intensive townlot plays in urbanized areas to ecologically sensitive environments, including rural conservation lands. Rae has been qualified as an expert witness by the California courts in matters dealing with easements, property title and dormant mineral rights.
Jason Downs, RPL

Mr. Downs grew up in Seattle and graduated from San Diego State, majoring in Economics. Shortly after his stay in San Diego, he left paradise for the Texas Oil Patch as a shadow intern. Mr. Downs spent those first years in the field, traveling through Texas, Louisiana and Arkansas and eventually venturing back west and settling down this past decade in California. Mr. Downs is the California Landman for Breitburn Management Company, a Los Angeles based oil and gas production company with operations in LA and San Joaquin Basins.

Responsible for managing land rights issues affecting our underground gas storage facilities: title research (surface/oil and gas), acquisition of storage rights, oil and gas leases, other oil/gas/surface related matters; supervisions of outside land consultants.
Prior to joining Southern California Gas Company, held various land management positions with land (oil/gas/geo-thermal and right of way) consulting firms. Have over 30 years’ experience in the energy industry.
Randall Taylor, RPL

Randall Taylor, RPL, President of Taylor Land Service, Inc. was born in Oklahoma City, Oklahoma and grew up in Wichita, Kansas, where he started his Oil & Gas career in 1978 as an independent petroleum landman. After several years working as an independent petroleum landman in California he formed Taylor Land Service, Inc. in 2007. Mr. Taylor has been a member of the Los Angeles Association of Professional Landmen (LAAPL) since 2002, where he has been a Director most of his membership and Newsletter Co-Chair since 2006. He also served as a member of the Board of Directors of the American Association of Professional Landmen (AAPL), Region VIII, and served for three years as a member of the Ethics Committee. He has also been a member of the Bakersfield Association of Professional Landmen (BAPL) since 2012.
Cambria Rivard, J.D.

Cambria Henderson is a land negotiator with Occidental Petroleum in Long Beach. She received her Bachelor of Science in Business Administration from Chapman University and her Juris Doctorate from Western State University College of Law Cambria is an active member of the California Bar Association and American Association of Professional Landmen.

Blake is the Land Technician at Signal Hill Petroleum, Inc. She assists the Land Department with ongoing land operations and acquisition activities. This is her first year as a full time member of the LAAPL. Although she received her Bachelor of Science in Human Resources Management from Long Beach State University, she has excelled as a Land Professional and is exploring her career options in the Oil Industry.
Chip Hoover has been a land professional for over 10 years and is President of Archer Energy. He began his journey in Oklahoma as a title examiner, before making his way out to the California oil patch. Along with extensive Oil & Gas experience, he has also worked on urban pipeline acquisitions in connection with local refineries. He is an active member of the American Association of Professional Landmen, Los Angeles Association of Professional Landmen and the Oklahoma City Association of Professional Landmen. He currently lives in Long Beach with his wife Leah Hoover and his son Avery.
