Jessica Bradley, RPL

Warren E&P, Inc.

Jessica Bradley serves as Landman for Warren Resources, Inc., an independent E&P company, where she is responsible for all aspects of land and legal functions for the company’s California upstream operations and fee property inventory. She is directly involved in negotiating and drafting various oil and gas agreements that are related to development activity, owner relations, surface damages, well abandonments, and purchase and sale matters. Bradley also negotiates and actively acquires mineral and royalty opportunities underlying Warren’s asset base in California. As a licensed California Realtor, she additionally directs the sale of Warren’s fee lands in California.

An L.A. native, Bradley joined Warren in September of 2012, after graduating from California State University of Long Beach where she majored in Business Management and Operations Management. She became a member of AAPL in 2014 and achieved a Registered Professional Landman designation in 2017. Bradley has greatly enjoyed her time as a landman and becoming involved with other industry professionals, both locally and nationally.

In addition to her role at Warren, Bradley continues to utilize her California Realtor license to pursue real estate opportunities within the greater Los Angeles market. Outside of professional interests, Bradley volunteers her time with her church. In her free time she enjoys writing, “Southern-Style” gourmet cooking, traveling, and spending quality time with family and friends.

Randall Taylor, RPL

Taylor Land Service, Inc.

Randall Taylor, RPL, President of Taylor Land Service, Inc. was born in Oklahoma City, Oklahoma and grew up in Wichita, Kansas, where he started his Oil & Gas career in 1978 as an independent petroleum landman.

After several years working as an independent petroleum landman in California he formed Taylor Land Service, Inc. in 2007.

Mr. Taylor has been a member of the Los Angeles Association of Professional Landmen (LAAPL) since 2002. He has been a Director most of his membership and Newsletter Co-Chair since 2006. He also has served, and is currently serving, as a member of the Board of Directors of the American Association of Professional Landmen (AAPL), Region VIII; and has served for three years as a member of the Ethics Committee.

He has also been a member of the Bakersfield Association of Professional Landmen (BAPL) since 2012.


Mike Flores

Mike is President of Championship Strategies, Inc., a public affairs company with a focus on oil & gas and renewable energy. He specializes in legislative and regulatory issues in the energy sector along with community engagement, communication and education as it pertains to energy.

He is an immediate past member of the Board of Directors of the American Association of Professional Landmen (AAPL), Region VIII, and while on the board, he served as chair of both the Legislative & Regulatory Affairs and the Public Lands Committees. He currently sits on the AAPL Industry PR and the Public Lands Committees. Additionally he is a member of the Los Angeles Association of Professional Landmen (LAAPL), and the Bakersfield Association of Professional Landmen (BAPL), where he is the Legislative Affairs Chair for both organizations. Mike writes a quarterly article called the California Field Report, for an AAPL publication, and also writes the monthly oil & gas legislative update for the LAAPL and BAPL newsletters.

He has been a presenter on legislative & regulatory issues at the annual West Coast Landman Institute and for the LA Basin of the Society of Petroleum Engineers. Additionally, he has testified in front of the California State Assembly, and at DOGGR public hearings, supporting the oil & gas industry.

Mike is a graduate of UCLA (where he played football and was the starting QB), and is a past Vice President of the UCLA Alumni Association. He also is a past President/Board Chairman of the East Los Angeles Boys & Girls Club.


Marcia Carlisle


The Termo Company

Marcia's strong background with the Oil and Gas Industry includes working in various capacities with many majors, including Shell Oil company in early career, Apache, ConocoPhillips, and California Resources. Marcia has assisted with the Business Development and Land Departments.  She now has settled in Long Beach with The Termo Company and is enjoying living in Los Angeles near her three sons. Marcia is also an experienced Sales Executive with a demonstrated history of working in the marketing and advertising industry. Other aspects of her career include Digital Advertising Sales, Real Estate Sales, Client Development and Account Management.  She is also an artist. 


Jason Downs, RPL


Chevron Pipeline & Power

Mr. Downs grew up in Seattle, Washington and graduated with a bachelor’s degree in Economics from San Diego State University. After graduating, he left California working numerous projects in Texas, Louisiana and Arkansas as an independent landman before returning to California in 2009 and establishing a land service company, Downchez Energy in 2010. In 2013, Mr. Downs accepted a position with Breitburn Operating LP and served as the California and South Florida Landman along with assisting the SVP in special real estate projects. Recently, Mr. Downs joined Chevron Pipeline & Power working various LA basin projects in support of the Los Angeles pipeline field team.


Joe Munsey, RPL

Responsible for managing land rights issues affecting our underground gas storage facilities: title research (surface/oil and gas), acquisition of storage rights, oil and gas leases, other oil/gas/surface related matters; supervisions of outside land consultants.

Prior to joining Southern California Gas Company, held various land management positions with land (oil/gas/geo-thermal and right of way) consulting firms. Have over 30 years’ experience in the energy industry.

Allison Foster


Signal Hill Petroleum, Inc.

Allison was raised in the Canadian oil business, and began her career with Conoco Canada Limited. She joined the Canadian Association of Petroleum Land Administration (CAPLA) in 1994, its founding year. After a move to Los Angeles in 1999, and a few years away from the industry exploring the fields of entertainment and shopping center development, she started with Breitburn Energy in 2006. Allison is a member of AAPL, LAAPL, and NADOA, and is also a notary public. She has worked for majors, for mid-size operators, and for independents in exploration, production, upstream and downstream functions. In 2018 Allison joined Signal Hill Petroleum, Inc. as Land Analyst, and is excited to be a part of their dynamic team.


Courtney Childress, RPL


The Mineral Advocate, LLC

Courtney is the Founder and CEO of The Mineral Advocate, LLC, which serves as an advocacy group for mineral owners in all aspects of leasing and/or selling their minerals.  Prior to starting her own venture, she got her start at Chesapeake Energy in Oklahoma City in 2008.  She worked many shale plays within CHK, including the Barnett Shale, Haynesville, and Woodbine play in Crockett, TX.  She coordinated and managed field brokers, abstractors, and technicians on lease technicians on lease acquisitions and unit development.

In her final years at CHK, she managed due diligence efforts on several leasehold sales packages within the Marcellus and Utica plays.  She also worked on several development agreements in the Utica play and made sure CHK was in compliance with these agreements.  After leaving CHK, Courtney worked for several brokerages in Oklahoma.   Her duties included leasing, due diligence, and curative work.  She has also testified as an expert witness at the Oklahoma Corporation Commission regarding a pooling hearing.

In addition to being a CEO of a growing company;  Courtney spends her free time keeping up with two very busy boys (4 & 18) and finding time to travel.  


Chip Hoover


Archer Energy

Chip Hoover has been a land professional for over 14 years and is President of Archer Energy. He began his journey in Oklahoma as a title examiner before making his way out to the California oil patch. Along with his extensive Oil & Gas experience, he has also worked on urban pipeline acquisitions in connection with local refineries. He is an active member of the American Association of Professional Landmen, Los Angeles Association of Professional Landmen and the Oklahoma City Association of Professional Landmen. He currently lived in Long Beach with his wife Leah Hoover and his son Avery Brave, Aiden Honor and introducing the latest to the Hoover family, Addison Merrit!
