Mr. Billeaud was born and raised in Lafayette, LA and began his career in the oil and gas industry in 2010 as a field landman and has worked in California, Louisiana, Colorado and Illinois. Mr. Billeaud has been working as a landman in California since the summer of 2013. He is an active member of the American Association of Professional Landmen, Los Angeles Association of Professional Landmen and Bakersfield Association of Professional Landmen and enjoys spending his time playing golf, hunting and fishing. Mr. Billeaud earned degrees in Finance and Professional Land & Resource Management from the University of Louisiana at Lafayette.


Sarah Bobbe, CPL

Sarah is the Land Manager at Signal Hill Petroleum, Inc. She grew up in the Rocky Mountains where her family had a seismic drilling company. Over the years, her passion for the oil industry has developed from working on a diverse range of land rights projects. Bringing her experience to California, Sarah has now become an expert on the unique challenges of urban land management in the Los Angeles Basin.

In addition to her position with Signal Hill Petroleum, Inc., Sarah is the President of Nomadic Land Services, which offers comprehensive land services to energy companies nationwide. She has a degree in Business Administration from Pacific Union College and is an active member of the American Association of Professional Landmen. She lives in Long Beach with her husband Danny and their two children, Maxwell and Josephine. 



Ernest Guadiana, Esq.

Ernest Guadiana is an attorney at the Los Angeles law firm of Elkins Kalt Weintraub Reuben Gartside LLP.  Ernest first entered the energy industry during college when he assisted the oil and gas swaps and options department of an international commodities trading firm.  After graduating from law school, Ernest focused his practice in energy law, primarily advising energy producers in the wide range of operational problems they faced in California and in other states. With this experience, he has assisted energy companies in governmental enforcement actions, surface use disputes, property damage issues, quiet title actions and other title and mineral interest disputes, as well as in transactional matters, including purchases and sales of producing properties, operating agreements, leases, farm-out agreements, seismic agreements, energy project finance and other issues and agreements affecting operators, working interest owners, landowners and royalty owners.  In addition to his oil and gas experience, Ernest also handles various land use and environmental issues for a multitude of clients.

Ernest received his B.A. from Boston College and his J.D. from Emory University School of Law.

Suzy Husner



Suzy Husner graduated from James Madison University with a Bachelor of Science Degree in Public Administration. She began her career in media, moving up from assistant positions to running special projects. She received her credential as a Project Management Professional in 2011. She then took a hiatus from the office life for a couple of years to record and produce an album of original songs and cross the country playing music. When the music tours were completed she entered the energy industry where she has been actively learning and working as a Landman since January of 2014 and pipeline right of way agent since 2016.

Responsible for managing land rights issues affecting our underground gas storage facilities: title research (surface/oil and gas), acquisition of storage rights, oil and gas leases, other oil/gas/surface related matters; supervisions of outside land consultants.

Prior to joining Southern California Gas Company, held various land management positions with land (oil/gas/geo-thermal and right of way) consulting firms. Have over 30 years’ experience in the energy industry.

Randall Taylor, President of Taylor Land Service, Inc. has over twenty (20) years' experience in the Oil, Gas, and Geothermal industry which includes acquiring rights of way, mineral (oil, gas and geothermal) lease acquisition, permitting, right of way engineering research, title research and curative, and various other aspects of professional land related work. Taylor Land Service, Inc. provides all the above listed land services in California, Arizona, Nevada, Montana, Colorado, Idaho, Nebraska, and Kansas.


Jason Downs, RPL

Mr. Downs grew up in Seattle and graduated from San Diego State, majoring in Economics. Shortly after his stay in San Diego, he left paradise for the Texas Oil Patch as a shadow intern. Mr. Downs spent those first years in the field, traveling through Texas, Louisiana and Arkansas and eventually venturing back west and settling down this past decade in California. Mr. Downs is the California Landman for Breitburn Management Company, a Los Angeles based oil and gas production company with operations in LA and San Joaquin Basins.

Cambria Henderson is a land negotiator with Occidental Petroleum in Long Beach. She received her Bachelor of Science in Business Administration from Chapman University and her Juris Doctorate from Western State University College of Law Cambria is an active member of the California Bar Association and American Association of Professional Landmen. 


Mike Flores

Mike is President of Flores Strategies LLC, a public affairs company with a focus on oil & gas and renewable energy. He specializes in legislative and regulatory issues in the energy sector along with community engagement, communication and education as it pertains to energy.

He is an immediate past member of the Board of Directors of the American Association of Professional Landmen (AAPL), Region VIII, and while on the board, he served as chair of both the Legislative & Regulatory Affairs and the Public Lands Committees. He currently sits on the AAPL Industry PR and the Public Lands Committees. Additionally he is a member of the Los Angeles Association of Professional Landmen (LAAPL), and the Bakersfield Association of Professional Landmen (BAPL), where he is the Legislative Affairs Chair for both organizations. Mike writes a quarterly article called the California Field Report, for an AAPL publication, and also writes the monthly oil & gas legislative update for the LAAPL and BAPL newsletters.

He has been a presenter on legislative & regulatory issues at the annual West Coast Landman Institute and for the LA Basin of the Society of Petroleum Engineers. Additionally, he has testified in front of the California State Assembly, and at DOGGR public hearings, supporting the oil & gas industry.

Mike is a graduate of UCLA (where he played football and was the starting QB), and is a past Vice President of the UCLA Alumni Association. He also is a past President/Board Chairman of the East Los Angeles Boys & Girls Club.
