Prior to joining Southern California Gas Company, held various land management positions with land (oil/gas/geo-thermal and right of way) consulting firms.  Have over 25 years experience in the energy industry.

Stephen Harris, CPL

Mr. Harris is a third generation oilman / landman originally from Texas, but trained in the Southern ways of Mississippi and Louisiana.  Over the past 35 years, Mr. Harris has been a Well Service Company Supervisor, a Lease negotiator and fund raiser for an exploration company, a Project Manager for a  Caribbean oil terminal, involved with transferring over 500 million barrels of international oil into U.S. ports, worked as a tanker charter in New York City, drilled multiple deep oil and gas wells in three Gulf States, with two field discoveries (along with two blow-outs), leased and acquired large acreage positions in the Gulf States, assembled a 3,200 Townlot leasehold and mineral position in a coastal California project, and built an oil company with over 30 million barrels of proven oil.  Along the way, he has purchased farmouts, drillsites, multiple coastal California City blocks along with processing facilities, negotiated crude and gas contracts, drilling joint ventures, and acquired over 75 wells in California.

Mr. Harris is currently working as a land consultant for OXY Long Beach / THUMS Long Beach Company, Occidental of Elk Hills, Inc and senior field landman for Anderson Land Services.   Mr. Harris went to Rice University on a SWC football scholarship, graduated from University of Mississippi Phi Sigma Tau Honorary Society, and went to two Law Schools, University of Mississippi being the last, until he left to work in the Caribbean.  Mr. Harris is an Eagle Scout, past member of Mid-Continent Oil and Gas Association, IPAA, API, CIPA and currently a member of LAAPL.  He is married with two young daughters.

L. Rae Connet
Vice President

Ms. Connet is the Managing Partner of PetroLand Services, a full-service land consulting firm with a special focus on oil and gas properties.  Ms Connet counsels her clients with respect to all land issues, including, permitting, CEQA compliance, ongoing lease operations, lease play management, title research and opinions, drilling opinions, acquisitions and divestitures, pipeline franchises, easements, license and other rights-of-way, and other related work.  Ms. Connet has also been qualified as a title expert before the courts in California.

Ms. Connet is an active member of the State Bar of California. She is a member of the Los Angeles Association of Petroleum Landmen (Director 2008-Present; Vice-President 2007-2008; President 2003-2004; Vice-President 2002-2003; Secretary 2001-2002); a member of the American Association of Petroleum Landmen; Past-President of the Loyola Law Small Practitioners’ Network.

Ms. Connet has a Bachelor of Arts degree from the UCLA and a JD from Loyola Law School, Los Angeles.

Jennifer Evans

Ms. Evans has worked in the Energy Industry since 2001 and is currently the Vice President of Aeneas Inc.   Aeneas provides consulting services to Real Estate and Energy firms including title analysis, contract negotiations, procurement of Right-of-Way, Oil and Gas Leases, and Surface Agreements, as well as performance of complex financial analysis and due diligence services to hedge funds, private equity, and private investment firms.  Aeneas has underwritten in excess of $3 billion in assets and has developed extensive complex financial modeling, utilizing differing valuation metrics customized to the clients’ requirements.  Aeneas’s clients have acquired over $200 million in properties.

Ms. Evans has a Bachelor of Arts degree from Randolph-Macon Woman’s College and a Masters of Real Estate Development from University of Southern California.  She lives in Huntington Beach with her husband and their two sons.

Sarah Downs

Ms. Downs is a native Angeleno and has worked in the energy sector since 2006. She has worked as a land consultant for various clients including, Chesapeake, Conoco Phillips and Petrohawk. Her experience includes time in Texas, Louisiana and Arkansas working within the Barnett, Haynesville, and Fayetteville Shale plays. Currently she is working as a land consultant in the L.A. Basin.

Ms. Downs is a member of the Association of Professional Landmen, the Los Angeles Association of Professional Landmen and the Los Angeles Chapter of Young Professionals in Energy.

Ms. Downs graduated from San Diego State University with a Bachelors of Science in 2005. In addition, she has a certificate in Green Energy Management from San Diego State University, and is currently enrolled at the University of Irvine, to become a Certified Permitting Professional

Thomas Dahlgren

Tom Dahlgren

Tom has thirty two years of land and environmental experience in the oil industry, spending the last three years of employment with Warren E & P, Inc.  He began his career with Union Oil Company in 1977.  In 1986 he became a licensed realtor and general partner in Kadahl Oil and Gas Company.  He spent 3 years managing 11 wells in the Santa Maria Valley Field for Viscosity Control Systems, Inc.  He spent 14 years working as an independent Petroleum Landman (RPL) and is a Class II- Registered Environmental Assessor. In 1999, Tom jumped back into corporate America as the Land and Environmental Manager for a Santa Barbara based company, covering production operations in California, Texas, and China and an oil refinery in Santa Maria, California.

Tom took his current position with Warren in May 2006.  He has a BS in Business Management and a MS in Environmental Safety & Health. As part of his job, Tom represents Warren and Business & Industry on the Wilmington Neighborhood Council, the Wilmington Chamber of Commerce Board of Directors, the Wilmington Rotary Club, the Wilmington Industrial Park Advisory Committee, the Port of Los Angeles Community Advisory Committee and the South Bay Association of Chambers of Commerce.  Tom is a retired Army California State Guard officer and is married with two children.

Zodiac is a public, unconventional resource exploration company with offices in Bakersfield, California and Calgary, Canada.

Terry was born and raised in Oklahoma and obtained a Bachelors Degree from the University of Oklahoma in 1980, majoring in Petroleum Land Management. He started his career as a petroleum landman in 1980 with Getty Oil Company in its Western District Exploration group in Bakersfield. After spending time as a staff landman or Land Manager at Quintana Petroleum, Mission Resources and McFarland Energy; Terry joined Transamerica Minerals Company in 1996 as Vice President and Manager where he managed a very large minerals portfolio and spearheaded Transamerica/AEGONs entry into the energy private capital investment business. He joined Zodiac in 2011 following the sale of Transamericas minerals portfolio to a large California oil and gas producer.
